The Department for Education and Skills does not entirely agree. It argues that “for the vast majority of pupils the quality and range of teaching and resources available in state schools is far greater than can be supplied in the home”.

It notes that parents who choose to educate their children at home should inform their education authority, which must monitor what happens. Parents do not have to follow the national curriculum; but if they are found not to be educating their children adequately, they could be fined or even imprisoned.
