In keeping with the leaked report%u2019s emphasis on taking pre-emptive action, the measure will enable police to impose 48-hour bans on anyone they think is about to cause trouble.
Police will be able to issue an exclusion notice to anyone considered to represent a %u201Crisk of disorder%u201D, even if they are not drunk or have committed no offence. Those who disregard the orders could face prison. The aim is to enable the police to stop violence escalating by removing potential troublemakers from the scene.

Wasn’t this a Tom Cruise film? Getting ppl *before* they commit the offence…but getting three year olds seems a bit overkill to me. Why don’t they just ban criminals from having children? Or is that next year’s plan? 🙁
