		<description>Yes, I think these age targets are ridiculous too. I reckon that different people have different 'basic skills', depending on what they value, and what they find easy/difficult. I reckon we (as a society) have no idea what we even think matters any more.  We just wait for 'an expert' to tell us what it is.</description>

		<description>yes, basic skills..... I'd say looking after yourself, respect etc or what they call "life skills" in trendy circles are way more important to small children than academic skills.  But it's down to what's measureable and to what makes large groups of children manageable and telling them all to carry on reading book X whilst teacher deals with child Y who is "backwards at reading" is easier than helping them find out about stuff by experiences and being read to.  (getting off soap box now....)</description>
