And we can't have children working down t'pit or in t'mill anymore and it has to sound like it's for their benefit. Yes they are afraid of changing the status quo. Maybe they can't see the wood for the trees. They can see little bits of what's going wrong, so try to add-on 'fixes' instead of adressing the whole problem. There's no way thay can admit that the system is essentially flawed.
