They will wholesale at different prices depending upon how many policies a broker chain can sell for them. Its just like ASDA or Tesco can get you a box of Kelloggs cheaper than the corner shop. Tesco probably has a lower overhead per box of cornflakes than your corner shop as well so can get away with lower profit margin.
